Armenian interior minister, U.S. ambassador discuss follow-through on Aug. 8 Washington accords

YEREVAN — September 3, 2025.

Armenia’s Interior Minister Arpine Sargsyan met with U.S. Ambassador Kristina Kvien to map next steps on police reform and new areas of U.S.–Armenian cooperation stemming from the August 8 Washington meetings, the ministry said. Topics included development of the patrol service, criminal police and police guard units, upgrades to the Interior Ministry’s academy, and plans for a cyber-lab and retraining programs.

Officials referenced the Aug. 8 agenda as a foundation for “new directions” in the partnership. On that date, three Armenia–U.S. memorandums of understanding were signed—on “Crossroads of Peace” capacity building (infrastructure and border security), an AI & semiconductor innovation partnership, and energy security (including civil nuclear cooperation). The Prime Minister’s Office published the texts on August 29.

The Washington track also produced a trilateral joint declaration by Armenia, Azerbaijan, and the United States, noting the initialing of a peace agreement text by the foreign ministers and a joint appeal to close the OSCE Minsk process—steps the sides cast as clearing the way for broader connectivity and normalization.

Names and titles: Arpine Sargsyan has served as Armenia’s interior minister since November 2024; Kristina Kvien is the U.S. ambassador in Yerevan.
