BAKU, August 30 — New figures released by the State Social Protection Fund under the Ministry of Labor and Social Protection of Population shed light on the categories of citizens receiving the highest presidential pensions.
From January to July this year, more than 500,000 people received social benefits and 405,000 received presidential pensions. The total amounted to 655 million manats in social benefits and 415 million manats in pensions. On average, pensions stood at 1,024.69 manats, while social benefits averaged 1,310 manats.
Highest Pension Categories
The largest payments go to recipients of the title Hero of the Patriotic War of Azerbaijan, who receive 2,200 manats. They are followed by holders of the National Hero title, with 2,000 manats, and personal pensions granted by the President of Azerbaijan, set at 1,700 manats.
Families of martyrs — including those killed on January 20 — as well as families of servicemen who died or went missing in Afghanistan, receive 700 manats. War invalids receive pensions depending on the degree of disability:
81–100% disability: 600 manats
61–80% disability: 500 manats
31–60% disability: 400 manats
Civilians recognized as invalids due to serious health loss receive 250 manats, while blind persons receive 350. Caregivers of children with disabilities or severely ill dependents are granted 120 manats. War veterans receive 80 manats.
Additional Allowances for Science and Culture
Special payments are also provided for academic degrees and honorary titles: doctors of science receive 500 manats, PhDs 300, holders of the title People’s Artist or People’s rank 300, and Honored title holders 200.
According to the law, presidential pensions are granted and paid from the moment the right arises, regardless of the timing of the application.
Increased Student Scholarships
In August, President Ilham Aliyev also signed a decree raising scholarships for doctoral candidates, university and college students, and vocational school pupils.
Doctoral candidates (Doctor of Sciences): 450 manats
Doctoral candidates (PhD): 300 manats
Master’s level: 240–120 manats (depending on academic performance)
Bachelor’s level: 200–110 manats
Colleges: 110–70 manats
Vocational schools: 110–70 manats
The presidential scholarship for students is set at 350 manats.
In addition, since last year, the Heydar Aliyev Scholarship has been awarded — a one-time payment of 3,000 manats to the country’s 100 best full-time undergraduate students with outstanding academic achievements.
