IVF in Azerbaijan: An Expensive Path to Motherhood

Last year, 392 women in Azerbaijan became mothers through in vitro fertilization (IVF). According to the State Statistics Committee, the figures have remained stable over the past several years: in 2023, 330 women gave birth thanks to IVF, in 2022 there were 395 cases, and in 2021 the number stood at 391.

IVF was first introduced in Azerbaijan in 2004. In the two decades since, the method has established itself as the most effective solution for infertility, a challenge faced by many Azerbaijani families. While the procedure does not guarantee success, the rates of positive outcomes are high enough to give hope to thousands of couples who dream of having children.

A Costly Procedure

For many families, however, the financial burden remains a formidable barrier. The average cost of IVF in Azerbaijan is around 3,500 AZN (≈ $2,050), covering medical examinations, medications, and the procedure itself. In some clinics, the price can rise to 4,000–5,000 AZN (≈ $2,350–$2,950) — an amount well beyond the reach of many households.

This has fueled ongoing debate about accessibility. Currently, IVF is not covered by the country’s mandatory health insurance system, according to the State Agency for Mandatory Health Insurance, which responded to a request from Bizim.Media.

Calls for Coverage

The issue has also been raised at the government level. In its 2023 annual report, the Cabinet of Ministers recommended the urgent inclusion of IVF in the package of services covered by mandatory health insurance for people struggling with infertility. If adopted, this step would significantly expand access to the procedure and ease the financial burden for many families.

For now, however, IVF in Azerbaijan remains a life-changing technology available mainly to those who can afford its high price.
