Yerevan, August 28, 2025 — Armenian Prime Minister Nikol Pashinyan cautioned that peace with Azerbaijan should not be mistaken for the absence of disagreements, stressing that normalization between the two neighbors will remain a “dynamic” process rather than a final settlement.
“When we say peace is established, it doesn’t mean there are no outstanding issues between us. Even with countries we have never had conflicts with, there are always questions to resolve,” Pashinyan told reporters during a briefing.
The prime minister added that discussions on the so-called “Washington documents” will only begin in September. “At this stage, there are no talks. The discussions will start in September,” he noted.
Pashinyan’s remarks suggest Yerevan is signaling both readiness for dialogue and caution about expectations, hinting that even with agreements in place, the peace track with Baku will remain complex and contested.
