OSCE Minsk Group Set to Be Dissolved by September 1

Baku, August 26, 2025 — The OSCE Minsk Group, once tasked with mediating the Armenian-Azerbaijani conflict, is on the verge of being permanently dismantled.

Foreign Minister Jeyhun Bayramov announced that the decision to abolish the Minsk Group and its auxiliary structures has been formally submitted to OSCE participating states for review and endorsement.

“Participant states have been called upon to support the necessary procedures for adopting this decision,” Bayramov stated during a Cabinet meeting focused on President Ilham Aliyev’s recent visit to Washington.

The proposal, initiated through a joint appeal to the current OSCE Chairperson-in-Office, is expected to be approved by September 1, 2025, effectively closing the chapter on a structure widely criticized for failing to deliver results during three decades of negotiations.

The move follows Azerbaijan’s restoration of full territorial integrity in 2023, which rendered the Minsk Group’s mandate obsolete. Analysts view the anticipated decision as a historic shift, signaling the end of one of the most prolonged international mediation efforts in post-Soviet history.
