Hidden Traps: Why Azerbaijani Students Are Falling Victim to Education Scams Abroad

Baku, August 25, 2025 – A growing number of Azerbaijani students who fail to secure admission to local universities are turning to foreign institutions — a decision that often leads them into the hands of scammers and unreliable intermediaries.

Member of Parliament Ceyhun Mammadov sounded the alarm, calling for legislative action to regulate this trend.

“Passing scores have been lowered in recent years to ease university access, but this hasn’t solved the problem. In my view, steps should be taken in line with Azerbaijani law, which does not allow admission based solely on a high school diploma. Those exploiting this loophole must face consequences,” he stressed.

The MP pointed to a troubling surge in questionable agencies promoting overseas education:

“There’s a group of people constantly advertising foreign study programs. They send many of our youth abroad, but in many cases, students are misled or given false information. Later, these young people face serious difficulties. Parents and students must be cautious not to fall victim to such schemes,” Mammadov warned.

The most alarming outcome? Graduates of unrecognized universities often return home with diplomas that carry no weight — leaving them unemployed and their careers in jeopardy.
