BAKU, August 6, 2025 — Azerbaijan’s state budget surplus increased by 13.1% year-on-year in the first seven months of 2025, driven by higher-than-expected revenues and restrained government spending.
According to the Ministry of Finance, budget revenues from January to July totaled 23.48 billion manats, up 4% compared to the same period last year. Expenditures stood at 19.94 billion manats, a 2.5% annual increase.
Revenues exceeded forecasts by 3.1%, while expenditures were 3.1% below projected levels.

As a result, the budget surplus reached 3.54 billion manats, reflecting continued fiscal discipline and favorable macroeconomic conditions.
