BAKU, August 4, 2025 — The Cabinet of Ministers of Azerbaijan has introduced significant amendments to the “Rules for the Use of Highways as Toll Roads,” which have been in effect since March 2019.
The new decision, signed by Prime Minister Ali Asadov, broadens the scope of violations for which drivers can be held accountable.
According to the updated rules, drivers will now face penalties for two additional types of offenses.
First, in addition to entering or exiting a toll highway without passing through a payment point, drivers who attempt to access or leave the road via secondary routes in order to bypass tolls will now also be subject to fines.
Second, the updated regulations introduce sanctions for unauthorized use of designated lanes reserved for citizens eligible for toll exemptions. Drivers without the right to free passage who use these special lanes will also be penalized.
The changes aim to tighten enforcement, reduce toll evasion, and ensure more effective operation of the country’s toll road infrastructure.
