Azerbaijani Presidential Aide: Escalation with Armenia Not on the Agenda

BAKU, July 26, 2025 — A military confrontation or renewed escalation between Azerbaijan and Armenia is not on the agenda, said Hikmet Hajiyev, Assistant to the President of Azerbaijan and Head of the Foreign Policy Department of the Presidential Administration, in an interview with the German newspaper Berliner Zeitung.

Hajiyev emphasized that efforts toward signing a peace agreement between the two countries are ongoing.

“Sometimes countries sign peace agreements on paper without achieving actual peace. In the South Caucasus, it’s the opposite — there is real peace. Military confrontation or escalation with Armenia is not being considered. Yes, some disputed issues remain, but that’s normal. That’s why diplomacy and dialogue exist,” he stated.

Hajiyev added that Baku is committed to peace and regional transformation.

“The text of the peace agreement prepared by Azerbaijan and submitted to Armenia is largely agreed upon. That’s a very positive step. Some issues remain unresolved — for example, Armenia’s Constitution still includes territorial claims against Azerbaijan. Normally, a country’s constitution is its internal matter, unless it makes claims on another state’s name or territory. We want this peace deal to be signed not only with the Armenian government, but with the Armenian people. We want to see the Armenian side amend their Constitution and officially renounce their claims to our land,” he explained.

When asked, “So the problem isn’t just the Constitution?” Hajiyev replied: “We believe that once that issue is resolved, there will be no serious obstacles left on the path to peace.”
