MOSCOW, July 25, 2025 — Russian State Duma deputy Vitaly Milonov has proposed a ban on women wearing thong bikinis at public swimming pools and city beaches, arguing that revealing swimwear is inappropriate in shared spaces.
Speaking to Moscow City News Agency, Milonov emphasized the need for a dress code in public recreational areas. “Of course there should be a dress code. Just like you’re required to wear a swim cap and shower before entering the pool, certain rules should apply to swimwear as well,” he said.
“If someone is dressed like they’re headed for an intimate photo shoot, let them go do that. They have no place in public,” the lawmaker added.
Milonov went further, suggesting that revealing swimwear may contribute to the spread of disease at pools and beaches. He compared such behavior to that of the animal kingdom and urged the public to avoid individuals wearing provocative clothing.
The remarks have stirred controversy, with critics accusing the MP of moral policing and promoting discriminatory attitudes.
