BAKU, July 24, 2025 — As domestic tourism gains popularity in Azerbaijan, more residents are exploring the possibility of converting their personal vehicles into camper vans, or so-called “mobile homes.” While some opt for factory-made motorhomes, others are considering modifying standard cars themselves. But what does the law say?
In response to inquiries from Oxu.Az, Lieutenant Colonel Mubariz Agayev of Azerbaijan’s Main State Traffic Police Department clarified the legal framework surrounding such conversions.
According to Agayev, under Azerbaijan’s Law on Road Traffic, all vehicles operating on public roads must comply with established safety and technical standards. “Any structural modifications that differ from the manufacturer’s original specifications require official approval,” he stated.
Before a vehicle can legally function as a camper, modifications must be carried out at certified auto-technical centers. The vehicle must then undergo a technical inspection and re-registration process.
“Only after completing these procedures—official approval, inspection, and updated registration—can the modified vehicle be legally operated,” Agayev emphasized.
Additionally, all changes must be reflected in the vehicle’s registration certificate. This ensures that road authorities and insurance providers recognize the vehicle’s new configuration.
In summary, Azerbaijani residents looking to turn their vehicles into mobile homes must first seek official authorization, perform legally compliant modifications, and register their converted vehicles before hitting the road. Without these steps, use of such modified vehicles may be deemed unlawful.
