Azerbaijan Rules Out Legalization of Certain Residential Buildings

A number of undocumented residential structures in Azerbaijan will not be eligible for legalization under a new presidential decree, according to Nigar Alimova, Chair of the State Committee on Property Cadastre and Registry.

As reported by Report.az, Alimova clarified that legalization will apply only to properties that can be formally registered in accordance with existing legal procedures.

“Unfortunately, some buildings are located within protected zones — near high-voltage power lines, and along major gas and oil pipelines,” she said. “Homes built on land illegally seized from state or municipal ownership also do not qualify for legalization.”

She noted that alternative legal mechanisms may be considered for such properties, though no specific measures have been announced yet.

The clarification follows President Ilham Aliyev’s July 16 decree amending the list of documents accepted as proof of ownership for properties acquired prior to the enforcement of Azerbaijan’s Law on the State Real Estate Registry.
