Azerbaijan recorded a consolidated budget surplus of 4.76 billion manats (approx. $2.8 billion USD) in the first half of 2025, according to data released by the Ministry of Finance.
From January to June, total budget revenues reached 24.36 billion manats, while expenditures amounted to 19.59 billion manats, reflecting strong fiscal performance amid continued economic stability.
The Ministry noted that the surplus reflects effective budget management and solid income streams, particularly from the energy sector and tax collections.
Analysts suggest that the surplus puts Azerbaijan in a strong position to boost public investment, reduce debt, and navigate potential external economic shocks in the second half of the year.
