BEYLAGAN, July 19 — A scandal involving blackmail, secret recordings, and personal relationships has rocked the medical community in Beylagan, as law enforcement officials dismantled an extortion scheme centered around a former hospital department head.
According to Qafqazinfo, the case involves former head of department at the Beylagan Central District Hospital, Fakhreddin Guliyev, and a woman named Mehriban Nematli. Investigators say Nematli, together with her acquaintance Chinara Nasirli, conspired to secretly record intimate encounters with Guliyev in his hospital office. The two women allegedly used the footage to demand money under the threat of exposing the videos to Guliyev’s son, dentist Fuad Guliyev, and to the public via social media.
The blackmail, which allegedly followed a long-standing personal relationship between Guliyev and Nematli, was met with resistance. Rather than capitulate, Fuad Guliyev took matters into his own hands and orchestrated a retaliatory move: through a third party, he recorded a separate compromising video involving Nematli, which was later published online.
All three individuals — Mehriban Nematli, Chinara Nasirli, and Fakhreddin Guliyev — have now been charged under articles of Azerbaijan’s Criminal Code pertaining to extortion and distribution of pornographic material. Authorities have confirmed that the criminal case is ongoing, with further investigative actions under way.
The incident has sparked debate over privacy, professional ethics, and the consequences of personal misconduct in public institutions.
