Russia Bans Dairy Imports from Two Azerbaijani Producers

Russia’s Federal Service for Veterinary and Phytosanitary Surveillance (Rosselkhoznadzor) has announced a ban on the import of all dairy products from two Azerbaijani companies, ALLBUY and MILK PRODUCTS, effective July 11.

The decision follows Azerbaijan’s refusal to allow Rosselkhoznadzor to inspect the production facilities of these companies, which have been exporting dairy goods—such as butter and cheese—to Russia.

According to the Russian watchdog, they had formally proposed conducting inspections at five Azerbaijani dairy producers still shipping products to Russian recipients. The inspections were meant to verify compliance with Eurasian Economic Union (EAEU) and Russian food safety standards, and to review the validity of guarantees previously submitted by the companies. The move also stemmed from various deficiencies discovered during inspections carried out in 2024.

However, the Azerbaijan Food Safety Agency (AFSA) informed Rosselkhoznadzor that ALLBUY and MILK PRODUCTS were not interested in continuing exports to Russia and thus declined the inspection request.

As a result, Rosselkhoznadzor will enforce a full import ban on their dairy products starting July 11.
