Azerbaijan’s State Budget Revenues Surpass Forecasts in First Half of 2025

Over 690,000 payment orders were executed by treasury bodies in the first six months of 2025, with Azerbaijan’s state budget revenues exceeding projections.

The Ministry of Finance reported that state budget revenues for January–June totaled 19.8 billion AZN, surpassing the six-month forecast by 704.8 million AZN — a 3.7% increase.

  • State Tax Service under the Ministry of Economy collected 8.7 billion AZN, exceeding the forecast by 466.4 million AZN (5.7% above target).

  • State Customs Committee brought in 3.09 billion AZN, 4.1 million AZN more than expected (a 0.1% increase).

  • State Service on Property Issues generated 21.9 million AZN, surpassing expectations by 5.1 million AZN (30.3% above target).

  • Transfer from the State Oil Fund (SOFAZ) totaled 7.24 billion AZN, meeting 100% of its forecast.

  • Other revenues amounted to 434.6 million AZN, significantly exceeding the forecast by 314.1 million AZN — or 3.6 times more than planned.

On the other hand, revenues from paid services provided by state-funded institutions amounted to 312.1 million AZN, which is 84.9 million AZN (or 21.4%) below the forecast.

As for expenditures, the state budget spent 17.1 billion AZN out of the projected 17.3 billion AZN — a fulfillment rate of 99% for the January–June period.
