The agency said a number of Azerbaijani citizens have been involved in the Russia–Ukraine war in recent years. Some were killed, others wounded or reported missing, while several were confirmed to be held in captivity.

Investigators established that four Azerbaijani nationals – Real Nabiyev (born 1991), Faris Huseynov (born 1993), Ali Mammadov (born 1994), and Murov Mirhashimli – participated in combat operations under the control of Russian and Ukrainian armed formations.

The individuals were detained in January 2026 and placed in pretrial detention by court order.

The State Security Service reiterated that participation in foreign armed conflicts constitutes a criminal offense under Azerbaijani law and said enforcement actions will continue against citizens who engage in such activities abroad.
