Workers in Azerbaijan will now receive double pay for overtime and work performed on holidays and non-working days, following amendments approved by President Ilham Aliyev.
The changes address a long-standing gap between formal labor rules and everyday practice. While the standard workday is officially limited to eight hours, many employees have routinely worked extra hours or holiday shifts without adequate compensation. The new provisions make clear that any additional time worked must be paid on an hourly basis and at a higher rate.
Under the revised rules, overtime, holiday work, and labor performed outside regular hours must be compensated at no less than twice the standard rate. Importantly, the amendments also apply to partial shifts. Employees who work only a few hours on a holiday or non-working day will now be paid precisely for those hours – but at the enhanced rate.
For example, if four hours of work are normally paid at 30 manats per hour, totaling 120 manats, the same four hours worked on a holiday must now earn at least 240 manats.
The reforms also place new responsibilities on employers. Companies are expected to clearly inform workers in advance about potential overtime requirements and the terms of compensation. For job seekers, issues such as official contracts, working hours, and overtime pay are increasingly central when evaluating employment offers.
The updated framework brings Azerbaijan closer to international labor standards. In countries such as the United States, Japan, South Korea, and Canada, holiday work is commonly paid at double rates. Many European states apply premium coefficients ranging from 1.5 to 1.75, while others offer workers a choice between higher pay and additional time off.
The new rules apply to both the public and private sectors. Officials say the reforms are intended to improve transparency in the labor market, strengthen social protections, and ensure that employees are fairly compensated for their time – particularly when work extends beyond regular hours.
