Complaints about companies offering assistance with studying abroad are increasing in Azerbaijan, with students and parents reporting financial losses and unfulfilled admission promises.

According to recent reports, individuals seeking admission to foreign universities often pay thousands of dollars to intermediary agencies, only to discover months later that no official acceptance documents have been issued. In some cases, only a small portion of the money is refunded, while the remaining amount is never returned.

Education experts warn that fraudulent schemes frequently involve promises of “admission without exams”, particularly for universities in Turkey. However, admission to public universities in Turkey-especially for competitive fields such as medicine-typically requires passing standardized exams such as SAT or TR-YÖS. Offers that bypass these requirements are considered a major red flag.

Authorities stress that state education bodies do not cooperate with private intermediary agencies and bear no responsibility for their activities. If intentional deception is proven, such cases may fall under criminal liability in accordance with national legislation.

Prospective students and parents are advised to verify whether a foreign university is officially recognized before making any payments. Officials also urge applicants to avoid agencies that guarantee results or promise accelerated admission without formal procedures.

The growing number of complaints highlights the need for greater public awareness and stricter oversight in the education consulting sector, as demand for overseas education continues to rise.
