Non-oil exports generated by Azerbaijan’s ten largest state-owned companies exceeded $1 billion in the first eleven months of 2025, official data shows.
Between January and November, the combined value of non-oil exports by these companies reached $1.04 billion, up 12.2% year-on-year, or $112.9 million, compared to the same period in 2024, according to the Center for Analysis of Economic Reforms and Communication.
The largest contributor was SOCAR’s Marketing and Economic Operations Department, which accounted for 34.4% of total non-oil exports, despite a decline in its export volume compared to last year.

ISTISU Mineral Water Plant: $1.7 million
Azerbaijan Railways: $1.5 million (up nearly fivefold)
Nakhchivan Autonomous Republic State Energy Service: $0.68 million (–28.9%)
Overall, Azerbaijan’s total non-oil exports rose 7.3% year-on-year during the reporting period, reaching $3.3 billion, the report said.
