Zulfugarov: Peace Is About Changing Mindsets, Not Signing Papers

Former Azerbaijani foreign minister Tofik Zulfugarov says a peace treaty with Armenia will not by itself bring lasting peace unless accompanied by deeper political and societal changes.

Speaking on the Echo Baku platform, Zulfugarov stated that the Armenia-Azerbaijan conflict has ended, but the process of reconciliation is still ongoing.

He emphasized that Azerbaijan expects Armenia to remove territorial claims from its constitution, describing this step as essential for building trust and ensuring the irreversibility of peace.

Commenting on the Zangezur route (TRIPP), Zulfugarov said the project cannot function without Azerbaijan’s participation, noting that property rights and legal continuity must be taken into account under post-Soviet agreements.

Zulfugarov also argued that previous models of external influence in the region, particularly those associated with Russia, are no longer viable.

“Azerbaijan is open to cooperation,” he said, “but not to subordination.”
