Azerbaijan’s State Committee for Work with Religious Organizations has awarded a government contract worth approximately $110,000 (188,219 manats) to a private web development company, despite the firm’s own website being non-functional at the time of review.
It should be recalled that the Chairman of the State Committee for Work with Religious Organizations of the Republic of Azerbaijan is Ramin Mammadov.
The funding was allocated in connection with preparations for the Second Forum of Believers, scheduled to take place in the coming days.
According to local outlet Tribuna.az, the committee conducted a tender process to cover organizational and technical arrangements for the event.
The winning bidder was ONECLICK.AZ LLC ( https://oneclick.az/ ), a company that presents itself as a business information portal and provider of website development and technical services.
However, a review of publicly available information shows that the company’s own website does not currently operate normally, an unusual detail given its stated core activity.
Limited public footprint
Open-source data provides limited insight into the company’s operations. ONECLICK.AZ indicates on its Facebook page that it was established in 2014.
Official records list its authorized capital at just 10 manats (approximately $6).
The company’s legal representative is listed as Elvin Gurbanov Aghabala oglu.
Beyond these basic details, little public information is available regarding the firm’s portfolio, staff size, or previous government contracts.
Questions around contractor selection
While no violations have been formally alleged, the award of a contract of this size to a company with a minimal public profile and a non-functioning website has prompted questions about selection criteria, capacity, and due diligence in the tender process.
At the time of publication, no official explanation had been provided regarding why ONECLICK.AZ was selected over other potential bidders or how its technical readiness was assessed.
