The Goradiz–Jabrayil–Zangilan–Agbend highway will operate as a toll road once it is commissioned, marking the first paid highway of its kind in the region, Report news agency said.
The announcement was made by Ziyaddin Hasanov, a representative of the State Agency of Azerbaijan Automobile Roads, during a briefing in Zangilan.

“While a free alternative route is currently available, the new highway is designed as a toll road under the project plan,” Hasanov explained. “This will be the region’s first highway to operate on a toll system and meet modern international standards.”
He added that a parallel free road – the Goradiz–Jabrayil–Zangilan route – has already been completed and opened, built to the second technical category.
“Drivers can continue to use the alternative route free of charge,” he said. “The new toll highway, built to the first technical category, will provide a higher level of safety, comfort, and travel speed.”
The Goradiz–Zangilan–Agbend highway spans 123.6 kilometers, and construction is scheduled for completion in the second half of 2026.
