Aliyev: Great Return Program Transforming Liberated Territories

Azerbaijani President Ilham Aliyev addressed participants of the 5th Azerbaijan International Exhibition on Restoration, Reconstruction and Development of Karabakh – Rebuild Karabakh 2025, which opened in Baku as part of the Caspian Construction Week. The president’s message was read by event host Metin Akhundov.

In his statement, Aliyev highlighted that this year’s exhibition coincides with two milestones – the 30th anniversary of Azerbaijan’s Constitution and the 5th anniversary of the Patriotic War victory, both symbolizing national sovereignty and unity.

“All these achievements confirm the steadfast will of our people and their determination to move toward strategic goals,” Aliyev said. “They unite us around a new mission – the revival of Karabakh and Eastern Zangezur.”

The president emphasized that under the “Great Return” program, extensive reconstruction efforts are transforming the liberated territories. New cities, schools, hospitals, roads, and industrial zones are being built, while green energy zones and industrial parks are emerging.

“Karabakh is becoming not only a symbol of our national pride but also a space of sustainable development for the 21st century,” Aliyev noted.

He praised Rebuild Karabakh for growing international participation and its contribution to showcasing modern technologies and innovations. The exhibition, he said, strengthens Azerbaijan’s position as a regional hub for investment, technology, and innovation.

“This prestigious annual event reflects the reality of sustainable construction, progress, and peace,” Aliyev said. “The partnerships formed here build trust, cooperation, and new bridges between peoples, turning Karabakh into a center of the sustainable development agenda.”

The president expressed confidence that the exhibition would continue to play a vital role in reviving Karabakh and the wider region, fostering partnerships, and defining new investment directions.
