Starting next year, Azerbaijani citizens will be able to directly experience the results of ongoing digital reforms aimed at ensuring transparency and accountability in the use of personal data.
Deputy Chairman of the Innovation and Digital Development Agency (IRIA) under the Ministry of Digital Development and Transport, Shahin Aliyev, made the announcement during the Critical Infrastructure Defense Challenge 2025 (CIDC-2025) conference in Baku.
According to Aliyev, the MyGov platform already notifies users whenever a private company requests access to their personal data and allows citizens to manage that access directly.
“A citizen can fully restrict access, grant it for a specific period, or authorize a single-time use. The scale of this system will gradually expand. If any company, business entity, or government body wishes to use someone’s data, it will only be possible with the person’s explicit consent,” Aliyev emphasized.
He added that citizens will receive notifications each time their personal information is accessed or used in the course of public services.
“Everyone will be able to track when, where, and for what purpose their personal data is used. The initiative began with data exchange between public and private sectors, and additional measures are underway to increase transparency. By next year, citizens will see tangible results of this process,” Aliyev said.
Unified State Register of Data Systems by Year-End
Meanwhile, the head of the Electronic Security Service, Farid Zeynalov, announced that by the end of this year, all systems collecting personal data in Azerbaijan will be consolidated into a Unified State Register of Information Systems.
“All government and private institutions have been instructed to provide lists of systems processing personal data. Based on this information, those systems will be entered into the registry and receive official licenses,” Zeynalov explained.
He also noted that each system will be required to record who accessed personal data, when, and what changes were made – an important measure to ensure accountability and prevent misuse.
