Armenia: Russian Troop Presence Not Linked to Peace Deal With Azerbaijan

The issue of Russian military presence in Armenia has no connection to the peace agreement initialed between Yerevan and Baku in Washington on August 8, Armenian Foreign Ministry spokesperson Ani Badalyan told PassBlue, as reported by Armenpress.

“This matter is regulated by a bilateral agreement with Russia and is therefore not related to the peace accord we initialed,” Badalyan said, responding to a question on whether Russian border troops-part of the FSB Border Service-would withdraw from the Armenian-Iranian frontier after the signing of the treaty with Azerbaijan.

The deployment of Russian border forces in Armenia dates back to September 30, 1992, when Yerevan and Moscow signed an interstate agreement defining the status and operational conditions of Russian troops stationed in Armenia. Under that agreement, Russian border guards are responsible for securing Armenia’s borders with Turkey (345 km) and Iran (45 km).

Since the summer of 2024, Russian border guards have been gradually withdrawn from Armenian checkpoints, retaining only their role in patrolling the borders, without direct access to customs or control points.
