Azerbaijan and Turkey are set to deepen cooperation in artificial intelligence under the newly adopted Artificial Intelligence Strategy 2025–2028, officials announced at the INMerge Innovation Summit in Baku.
Fariz Jafarov, executive director of the Center for Analysis and Coordination of the Fourth Industrial Revolution (4SIM), told reporters that the goal is to make Azerbaijan and Turkey “a benchmark” in AI development.
“We should not rely on the experience of Harvard or Stanford, but on our own results,” he said.
Jafarov emphasized that AI adoption is advancing across multiple sectors, and supporting entrepreneurs in the field remains a national priority. He noted that a Memorandum of Understanding has already been signed with Turkey’s Artificial Intelligence Policy Association (AIPA) to help Azerbaijani companies in manufacturing, logistics, and other industries implement AI solutions.
“The memorandum will not remain on paper,” Jafarov stressed. “We will monitor its implementation and take joint steps.”
Plans also include a joint AI program between Azerbaijan and Turkey, notably the creation of a digital corpus of the Azerbaijani language to support AI systems, as well as pilot projects in various industries.
