Azerbaijan has released new adoption figures, shedding light on one of society’s most sensitive issues: providing children without parental care the chance to grow up in a family.
According to the Social Services Agency under the Ministry of Labor and Social Protection, 103 children were adopted in 2025. Since November 1, 2019, a total of 772 children have found families – 381 girls and 391 boys.
Officials told Baku.ws that while most adoptions involve Azerbaijani families, there have also been cases involving foreign citizens. Courts have finalized four applications from international adoptive parents in recent years.
Authorities emphasize that the goal of the adoption system is to ensure children’s healthy development, education, and emotional stability by raising them in a family environment rather than in institutions.
