A total of 40,490 people in Azerbaijan were registered with medical institutions for drug dependence as of the end of 2024, according to data from the Republican Narcology Center cited in the government’s State Program on Combating Illicit Trafficking of Narcotic Drugs, Psychotropic Substances and Their Precursors and Drug Addiction (2025–2030).
Men accounted for the overwhelming majority of cases: 39,485 men (97.5%) and 1,005 women (2.5%).
By type of disorder linked to substance use:
Opioids: 20,182 people (49.8%)
Cannabinoids: 8,611 (21.3%)
Multiple substances (polysubstance): 11,697 (28.9%)
Officials say the program for 2025–2030 prioritizes prevention, treatment access, and monitoring to address the country’s evolving drug-use patterns.
