Azerbaijan Signals Readiness for Dialogue With PACE

BAKU, September 9

Azerbaijan remains open to cooperation with international organizations, including the Parliamentary Assembly of the Council of Europe (PACE), but insists that any engagement must be grounded in fairness and mutual respect.

Speaking at a session of the Milli Majlis today, Samad Seyidov, chairman of the parliamentary committee on international relations and interparliamentary ties, said no “door” had been closed from Azerbaijan’s side. The country’s position, he stressed, is based on constructive cooperation.

However, Seyidov argued that persistent demonstrations of bias and unfair attitudes by certain actors within PACE had strained relations, ultimately leading Baku to suspend its participation in the Assembly.

“Azerbaijan has always shown an open and transparent position, supporting opportunities for partnership and dialogue,” Seyidov said.

“But double standards and subjective approaches by some PACE members have made cooperation ineffective.”

He underlined that Azerbaijan has never sought to withdraw from the international stage, and remains ready for dialogue with all international structures. Still, Seyidov warned that Baku can only engage within a framework built on justice and mutual respect.

“PACE must understand that Azerbaijan today lives in a different reality, and without acknowledging this, progress in relations is impossible,” he stated.

The committee chairman emphasized that Azerbaijan will not retreat from its principled stance and that national interests will remain the priority. He urged international organizations to abandon biased approaches and assess regional developments objectively.
