15,000 People Now Reside in Khankendi, Aghdara and Khojaly Regions — Presidential Envoy

KHANKENDI, August 4, 2025 — Approximately 15,000 people currently live in the city of Khankendi and the surrounding districts of Aghdara and Khojaly, according to Elchin Yusubov, the Special Representative of the President of Azerbaijan for these territories.

The population includes former internally displaced persons (IDPs) who have returned to their ancestral lands, employees of government and private institutions operating in the region, as well as their family members.

Yusubov noted that resettlement has also been ensured in several key villages, including Sugovushan, Hasanriz, and Talysh in the Aghdara district, as well as in the city of Khojaly and the villages of Ballydja, Tezebina, and Khanyurdu in the Khojaly district.

“As part of the 2025 Resettlement Plan, renovation and reconstruction work will be carried out in 18 settlements — 11 in Khojaly district and 7 in Aghdara,” Yusubov said. “Efforts are already underway to facilitate the return of displaced families, with around 6,400 former IDPs resettled to date.”

He added that planning is ongoing for further resettlement operations in coming years, including mapping out priority settlements and organizing logistical and infrastructural support.

These efforts form part of Azerbaijan’s broader post-conflict recovery and reintegration strategy for the liberated territories in Karabakh.
